Modelo de seguridad social de William Beveridge: Aplicación en Colombia y sus repercusiones en el sistema público de aseguramiento

Abstract

La presente investigación realiza un análisis y evaluación del modelo de Seguridad Social colombiano, detallando las principales problemáticas que afronta en cuanto a la poca cobertura total de la población, la inequidad y la división de los servicios, por tal motivo se hará una breve explicación de los tres principales modelos de Seguridad Social existentes (modelo francés, modelo inglés y modelo alemán), evidenciando sus diferencias y dando una explicación del porqué la posible aplicación del modelo inglés sería la mejor alternativa para Colombia. El principal modelo de Seguridad Social que se presenta a lo largo de la investigación es el contenido en el artículo “Social insurance and allied services” presentado por William Beveridge en noviembre de 1942 al gobierno de Gran Bretaña, dado que este tiende a la universalidad de la cobertura y este enfoque es el que principalmente se alinea a la problemática colombiana.

The present research analyzes and evaluates the Colombian Social Security model, detailing the main problems it faces in terms of the low total coverage of the population, inequity and the division of services. For this reason, a brief explanation of the three main existing Social Security models (French model, English model and German model) will be made, showing their differences and explaining why the possible application of the English model would be the best alternative for Colombia. The main Social Security model presented throughout the research is the Model contained in the article "Social insurance and allied services" presented by William Beveridge in November 1942 to the government of Great Britain, since this is the one that tends to the universality of coverage and this approach is the one that is mainly aligned to the Colombian problem.
